Job Description for HR/IR Head – Haldia Water Services Pvt Ltd
Position Reports in to Chief Manager Business development
WORK EXPERIENCE:
15 years experience in HR, preferably experienced in utility sector, better if from water and sanitation. Strong Skills in Labour/IR.
Qualification: Post graduate in PM+IR
Key Job descriptions:
- To cater to the requirements of managing the Human Resource in the Group within the framework of the values, policies, rules & regulations of the Company.
- Implement HR Policies and educate all the staff on HR policies
- To practice transparency in implementation of HR Policies.
- To create an optimum balance of harmony between the management & staff and Employer and concessionaire
- Responsible to obtain all licences required to run the O&M business.
- Responsible to maintain the harmony among the manpower supplied operators.
- Responsible to monitor roster of operational staff and monitoring of attendance of operational and O&M staff (IEL and HWSPL) at all plants.
- Responsible to create optimum operational system to avoid unnecessary OT and justify the provision of OT.
- Responsible to create a dialogue and settle the issue of operators aged above 60 years.
- To strive and achieve a state of good employee morale and to demonstrate genuine care of the manpower compliment.
- Create a safety monitoring system and conduct weekly meeting with safety and PRO and appraise to SBU head.
- To lend support in maintaining a good standard of discipline in the plants.
- To ensure proper compliance of various obligations under various Labour Laws as applicable to the factory.
- To monitor and facilitate compliance of all applicable statutory obligations under various other laws
- To keep the management informed about all relevant events and provide information through regular MIS.
- Provide information to monthly and quarterly report.
- To represent the management on statutory matters relating to applicable Labour Laws before the concerned authorities as and when required.
- To liaise with the local authorities and administration officials including police department.
- To be an active and effective interface between the employees and the management on all employee related issues.
- To advise the management on the best HR practices within the framework of the companies’ beliefs, values and objectives.
- Monitoring of employee ID card, biometric etc., as per requirement.
- Responsible to ensure staff appraisal process as per management requirement.
- Responsible for Design and implement Training & developmental activities of staff & workers
- Responsible for Dealing with office bearer of union & committee members, negotiation & discussions with office bearer & committee members on various IR matters.
- Implementation of the Action Plan by drilling down Tasks, Roles & Responsibilities for every single employee and carry out skill set analysis of operators.
SALARY RANGE : 12-15 LACS PER ANNUM

Job Description for Network Manager – Haldia Water Services Pvt Ltd
Position Reports in to Chief Manager Business development
WORK EXPERIENCE:
7-10 years experience preferably in utility sector, better if from water and sanitation.
Qualification: B-Tech (Civil / Mechanical).
Key Job descriptions:
- Overall responsibility for network management and valve management of entire 180 kms, and responsibility of operate and maintenance of pipe line, valves, bulk meters and customers meters.
- Ensure Water supply to all the customers as per their demand to achieve minimum Rs 6.00cr revenue/month.
- Responsibility of monitoring supply of water from booster pumps to all the customers.
- Responsible for Achieving NRW less than 10% with in next 3 months.
- Responsible for ensure calibration of all the customer meters (above 50mm).
- Responsible for installing meters for all the unauthorized connections taking water from HWSPL in coordination with Commercial.
- Coordinate with WTP team to ensure required volume of water to booster pumps to ensure customer demand.
- Establish water balance from WTP to booster pump stations to customers.
- Create Hydraulic model of bulk supply pipe line for the projected period of Year 2035.
- Responsible to Ensure FRC as per contract requirement at booster pumping stations.
- Responsible for ensuring booster pumps runs always full capacity with 50% standby.
- Assess the adequacy of all major customer pipe lines as per their demand.
- Interact regularly with top 10 customers and address their grievances.
- Establish inhouse taskforce team for efficient and economical network management.
- Responsible for certification of works carried out on network, valves etc.
- Responsible to provide input for MIS and quarterly report as per the requirement of the management.
SALARY RANGE : 7-8 LACS PER ANNUM

Job Description for Sr. Manager – Business Development& Tendering
Position Reports in to Chief Manager Business development
Experience: 8- 10 Years
Qualification: Engineering Graduate (BE Mech/BE Civil/BE Electrical) , Preferable with MBA in Marketing as Major.
WORK EXPERIENCE:
Minimum 8 years out of which at least 3 years in Design Engineering and Planning of Water projects, waste water projects.
Must have at least 5-6 years’ experience in Business Development with tender preparation and tender finalisation role in Water and Waste water. Must have successfully bid in 24×7 water, waste water, NMCG projects, Drinking water projects,
Some knowledge of MSW projects would be beneficial.
Key Job descriptions:
- Business Development Strategy implementation, execution, pre bid planning, and identification of new business opportunities,
- Carry out Business communications, presentations to Clients and Government Authorities, Technology partners and Consulting Firms.
- Pre-tendering activities, visiting Clients Office, Govt. Departments and liaison with the Govt. Official for Relationship building and Networking
- Evaluation of Tendering Process, Pre-qualification criteria, PQ Compliance – Technical and Financial PQ matching, Attending Pre-bid meeting, site visits and Technical due diligence. Suggesting changes in PQ to help match PQ.
- Work with prospective Government, Pvt agencies, consultants having good network to formulate favourable terms.
- Work with Technical teams to develop the costing and estimation for pre bid estimation purpose.
- Identify project risks by making site visits and seeking relevant information on DPR and project details
- Preparation of RFP Synopsis, Tender Documentation, Bid Index, e-tendering through online portal, tender submission
- Identification of Investors /EPC Partner, Joint Venture(JV) Agreement, Executing MOU and NDA with the competent EPC partners / Investors
- Keeping record of upcoming projects, tracking new projects and developing Market Intelligence / competitive analysis
- Acquisition of existing assets with business interest, Technical and Financial Due diligence for asset under consideration, Site survey and primary due diligence.
- Preparation of MIS and List of Pipeline Projects
- Identifying and employing third party agencies like consultants, survey agencies, laboratories and geo technical investment agencies etc. based on identified scope of work
- Vendor Development for Technical support and cost inputs during tendering stage and procurement support during post tender activities
- Analysing risk associated with DBO, BOOT, PPP – HAM project, Clear Understanding of Concessionaire Agreement,
- Preparing Bid variable, financial structure and analysis for Bid. Create proposal for Management Committee for approvals for Bidding.
- Prepare joint bidding agreement , scope matrix
- Effective customer / Associate Stakeholder relationship management
KEY COMETENCIES:
TECHNICAL
- Must have astute understanding of PPP, DBO and HAM etc project structure, Must have good knowledge of formulation of Concessional Agreements.
- Must have strong technical and commercial understanding of Water and Waste projects, key /critical success factors.
- Must be able identify potential risks in the projects and suggest mitigation measures.
- Must be able to understand the different components of RFP, BOQ and technologies
- Must be able to formulate the Bid costing in consultation with Advisors. Design team and Technology partners.

- Management Note and presentation of synopsis.
- Must have strong techno commercial sense
